Game provider only

SSGames supplies the game; the licensed operator runs it. The engine sends gross payouts and computes no withholding — the operator always owns tax, withholding, and the regulatory relationship in each market.

Payout frames carry a constant withholding_native: "0" with withholding_rule_id: "OPERATOR_SIDE" — a stable wire contract that never depends on jurisdiction. The operator applies its own tax rules downstream.

Certification

Third-party RNG/game-math certification is in progress — target labs GLI, iTech Labs, and BMM. Until certificates are issued, the live provably-fair verifier is the primary, independently-checkable trust artifact. We won't display seals we don't hold.
